There's some from murders, and some are from people completing their "objectives"... at least I'm rather certain on the latter. Since the Historians "know more about the game", that means that they think collecting more ink sooner rather than later is better. I believe the answer is simple. After we've reached a certain amount of ink collected, this whole thing will end.
